Advisory + Execution Partnership on Public Sector Justice Modernization

Overview

We partnered with a public sector digital innovation team to modernize a large justice system. The goal; enable scalable, cost-effective service delivery by unlocking the power of reusable, standardized data, paving the way for legacy system retirement and future-ready operations.


The Challenge

The justice system relied on fragmented, legacy infrastructure with siloed data and poor integration capabilities. This created barriers to innovation, increased costs and limited responsiveness to policy or operational change. Organizational resistance and regulatory complexity compounded the challenge.


Our Role

Brought in as an embedded advisory and execution partner, our scope included data architecture strategy, interoperability design, API enablement and support for data governance. We also facilitated cross-stakeholder alignment around a shared modernization vision.

We introduced a third layer of reusability, centered on standardized justice data, to complement component and service reuse.

Key approaches included:

  • API integration strategies to bridge legacy and modern systems

  • Data standardization and governance frameworks for consistency

  • Interoperable architecture for greater agility and scalability

  • Change management to drive adoption and alignment. Our solution prioritized minimal disruption while enabling systemic transformation.
